Frequency Prefixes Use Decimal SI Scaling

Hertz means cycles per second. Kilohertz, megahertz, and gigahertz use exact decimal factors of 1000, so binary 1024-based storage scaling is not used in this category.

Frequency is not automatically angular frequency in radians per second; converting between those quantities requires a 2π relationship. A clock frequency also does not by itself describe data rate, bandwidth, throughput, or device performance.

Results are calculated before the shared finite decimal display is applied. Preserve the source value and use the rounding policy required by the technical destination.
